Position Description

Primary Duty  
 
  • Responsible for supporting the Programmer Analysts and Team Leaders in the evaluation of requirements, the development and selection of the proper resolution and the creation of a project plan for each project request.
 
 
Essential Duties and Responsibilities include the following
 
  • Identify all potential problems associated with the implementation of a project and develop a test plan to cover all the areas of those problems
  • Meet with end-users to discuss and capture accurate development direction on all detailed development projects.  Use experience to direct best resolution selection, coding, testing and delivery processes
  • Create and/or support and direct the programmer/analysts with the requirement, analysis, design, testing, documentation and training phases of their projects to assure best possible resolution is utilized for each project.  Required in confirming efficient and accurate direction of programming development
  • Design, implementation and documentation of architecture for web-based applications
  • Provide IIS expertise in the deployment and support of web applications and web services
  • Developing within the .Net 3.x Framework
  • Demonstrate a thorough understanding of Object-Oriented principles and practices
  • Attend and support all administrative meetings, tasks and directives, including Information Systems Business Software Development team meetings and weekly status reports to the Team Leader of Business Software Development
  • Assist the Team Leader of Business Software Development in selecting the best resolution for each request project when multiple options are available
  • Develop and maintain the Project Plan for each assigned project, as required
  • Regular attendance is considered an essential job function
 
 
Additional Duties and Responsibilities include the following.  Other duties may be assigned.
 
  • Supervise and maintain job related documentation requirements for each of their projects and those of the programmer/analysts.  Make all required project related Network documentation, project status and history available to all IS users.  Reduce re-occurring “problem analysis” time for the “On-Call” personnel by supporting and maintaining the on-line ADMS reference library for all projects worked
  • Responsible for the creation and administration of individual Project Plans to cover the requests assigned to Information Systems
  • The management of all efforts required and defined in each project plan to allow the costs and due dates to be successfully accomplished
  • Maintain current assigned projects accounting data; produce accurate projections of project completion dates, project costs and programmer/analyst performance
  • Support the Team Leader of Business Development by accepting special projects as assigned, including but not limited to, the annual Project Initiatives Planning period 



Supervisory Responsibilities

 

  • None fulltime.  Supervision responsibilities will be limited to the requirements associated with managing a project.  The analysts to supervise will be determined by the resources allocated on a project-by-project basis.

Education and/or Experience
 

  • Bachelor’s degree in Computer Science or Mathematics
  • Eight years of Computer programming experience
  • Four years .NET development project management experience
  • Strong data warehousing and document management experience

  • Design and code C# ASP.Net 2.0 applications using Visual Studio to be deployed to IIS server
  • Design and code SQL Server database used within the application design. This includes general database design, T-SQL, stored procedures, triggers, etc.
  • Proficient use of XML, HTML/CSS, web services and Javascript/AJAX
  • Working knowledge of multiple systems integration utilizing middleware
  • Working knowledge of SQL Server 2000, 2005, or 2008
  • Understand version control practices, and how to maintain stability across application releases
  • Experience debugging web application user interfaces
  • Extensive knowledge of overall business computer systems and their interrelationship to all departments
  • Effective communication and interpersonal skills, including the ability to provide clear explanations of problems and resolutions
  • Ability to learn and analyze new technologies quickly
  • Ability to work under strict time constraints
  • Ability to motivate and focus project team members on the specific scope of projects
  • Ability to create accurate project plans and to effectively manage the efforts detailed in the plan
  • Ability to work well in a stressful environment
