Job Description

The Principal Project Controls-Instrumentation Engineer supports the project engineering group and is responsible for the engineering design, implementation of upgrades, and improvements to the site control systems and data historians. This includes reviewing and advising hardware and system architecture installed on capital projects, and providing cost estimates. This individual has full responsibility for facilitating and managing the cross-functional execution of assigned site control initiatives. This includes coordination of activities of cross-functional teams with diverse outside vendors.

ESSENTIAL FUNCTIONS:

  • Responsible for development control-instrumentation scope of work for capital projects under the structure of Mallinckrodt procedures and guidelines.
  • Assist project managers to control scope and budget, defines project critical path.
  • Estimates resources and timing while creating control-instrument development plans with project managers and key stakeholders.
  • Effectively facilitates and manages team meetings and assures that appropriate communication plans are successfully executed.
  • Drives development of controls, instrumentation and data historian systems that contribute to the overall goals of the site.
  • Works in collaboration with Technical Leaders and other department representatives, other divisions to ensure consistency with company goals and objectives regarding controls-instrumentation.
  • Plays a leadership role in facilitating continuous improvement processes, mentoring the organization in development of St. Louis Site control-instrument platforms.

DEPARTMENT SPECIFIC FUNCTIONS:

  • Responsible for insuring the complete documentation of a development project
  • Collects, synthesize, and publish regularly (monthly and/or as needed) project status reports.
  • Educates oneself and the project teams regarding requirements associated with current products, customer needs, and clinical applications.
  • Ensures regulatory compliance is achieved.
  • Elicit program intervention and risk mitigation as necessary.
  • Participates in key engineering administration activities (e.g. forecasting, specifications, designs guidelines, etc.)
  • Serve as extended team member, core team member, or leader, as required for Performance Excellence, R&D, Life Cycle Management, or Quality programs.
  • Other duties as assigned with or without accommodation.

MINIMUM REQUIREMENT

Education:

  • A Bachelor's degree required, preferred in Electrical or Chemical Engineering or similar disciplines.

Experience:

  • A minimum of 10 years of experience of increasing responsibility in a manufacturing facility in a maintenance or engineering capacity as a controls or instrumentation engineer managing complex projects and working in a multifunctional team environment.
  • Working in a Union environment preferred.
  • Experience working at pharmaceutical and/or chemical manufacturing sites preferred.

Skills/Qualifications:

  • Analytical, communications, project management, relationship building, interpersonal, organizational and administrative skills.
  • Strong working knowledge of Delta-V and Alan Bradley control systems.
  • Experience with controls networks.
  • Experience with VFD's and process instrumentation.
  • Previous project management experience implementing capital equipment upgrades.
  • Knowledgeable of governmental requirements - FDA, cGMP, EPA, OSHA is preferred.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, team members, and other departments.
  • Must be proficient in both written and oral communication skills.
  • Ability to effectively handle conflict through proactive action and direct and timely communication.
  • Demonstrated attention to detail and experience to check behind the scenes to ensure surprises are minimized.
  • Strong organizational and planning skills
  • Excellent interpersonal skills with demonstrated ability to work effectively within teams.

  • Excellent communication skills, both oral and written
  • Strong working knowledge of Microsoft Office products including Word and Excel and Microsoft Project.
  • Excellent oral and written communication skills along with ability to listen effectively to others

ORGANIZATIONAL RELATIONSHIP/SCOPE:

  • This position reports to the Project Engineering Manager in the Maintenance Engineering Utilities (MEU) group
  • Advises plant management on best courses of action on projects, technical matters, and project economics. Provides regular communication up and down organization on status of projects.
  • Represents the site in contracts with outside vendors, contractors, engineers, regulatory authorities, and consultants on a frequent basis.

WORKING CONDITIONS:

75% of work performed in an office environment. 25% of work in field/construction site for project review. Working around chemicals and instrumented equipment in a chemical plant environment. Manufacturing areas are not typically climate controlled; during summer months, building exhaust fans provide ventilation. Included on maintenance on-call list.
