In this role, you will be responsible for all preconstruction activities on large volume water projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.

Job Responsibilities:

    Leads the Preconstruction phase effort and coordinates with the Project Director and Lead Estimator
  • Ability to develop and/or manage the development of detailed estimates from conceptual to final design
  • Participates in design review meetings. Leads and directs the design team during Pre-Construction. Monitors scope, cost, constructability, etc. during design development. Review design options and recommend the best solution based on cost, engineering quality, or availability of materials
  • Leads the pricing strategy effort, along with the proposal leader, and ensures the proposal team is clear on strategy and expectations
  • Manages cost tracking during Preconstruction
  • Leads and coordinates the Preconstruction Team
  • Develop bid packages, manage subcontractor/vendor participation, bid level, and evaluate market pricing
  • Build and maintain subcontractor and vendor relationships
  • Reviews proposal milestone dates with the pricing team and tracks individual progress. Responsible for timeliness of estimate completion and communication to proposal leader
  • Responsible for pricing clarifications
  • Leads estimate, constructability, and value engineering reviews
  • Assists with the development of the construction schedule
  • Participates in developing responses to Requests for Proposals (RFP) or Requests for Qualifications (RFQ) submissions
  • Trains Preconstruction personnel
  • Demonstrated success in managing preconstruction pursuits
  • Presents information to the client as needed
  • Maintains historical pricing information
  • Participates in proposal interviews, and presentations
  • Demonstrated success in managing support staff
  • Supports other department personnel as required

Education/Experience:

  • Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent
  • 7 years of estimating experience with a preferred concentration in water/wastewater construction

Specific Knowledge, Skills, License, Certifications:

  • Water & Wastewater Construction experience a must
  • Experience in estimating, scheduling, budget/cost control, field supervision, financial reporting, client relationship, computer skills, interpersonal skills
  • Excellent written and verbal communication skills
  • Strong organizational and leadership skills
  • Demonstrated success in managing construction projects/phases
  • Ability to train others and monitor their work for quality and completeness
  • Demonstrated success in managing support staff
  • Knowledge of industry-standard bid practice, with design-build & CMAR delivery methods

Environmental Factors and/or Physical Requirements:

While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, and arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information. The associate frequently is required to sit, reach with hands and arms, talk, and hear.
